This will be the final phase of the redevelopment project.

Construction began in 2020 as part of the Downtown Action Plan developed by council in 2015.

In 2018, the city experienced major water main breaks at the intersection of 100th Avenue and 100th Street due to aging infrastructure and required major replacements.

In 2019, the city held a charrette to get public guidance and input to determine the final appearance and functionality between 96th Avenue and 110th Avenue.

The meeting led to useful features like left-handed turn lanes for vehicles, decorative lighting to improve visibility, wider sidewalks to accommodate pedestrians and more.

In the 2024 Budget process, $10,850,000.00 was allotted for the upgrades.

According to a report to council, the project is expected to be over budget by just over $300,000 due to inflation, causing project costs to increase.

Council also approved $300,000 to be transferred from capital reserves for the project if needed.

Phase four of the project was completed in the fall of 2023, with upgrades made on 100 Street between 101 Avenue and 103 Avenue.
