ENVIRONMENTAL PROTECTION NOTICE
Application for a Waste Discharge Permit Amendment and a Project Specific Approval under The Provisions of the Environmental Management Act
We, ConocoPhillips Canada Corp., 401 9ᵗʰ Avenue SW, Calgary, AB, T2P 3C5, intend to submit an amendment application to the Director for Permit (PA-109584), issued November 22, 2018 and last amended August 8, 2024, and an approval application for a project specific approval. The Permit authorizes the discharge of air emissions from the Inga Gas Plant.
The land upon which the facility is situated and the discharge occurs is 02-10-088-23 W6M (6275192 N, 587584 E in the UTM Grid Zone 10), located approximately 65 km northwest of Fort St. John, British Columbia within the Peace River Regional District.
The amendment requests that Permit conditions related to minimum operational requirements of the Plant’s Acid Gas Vapour Recovery Unit be changed from not permitting flaring of the dehydrated, blended acid gas stream during nonroutine events to permitting flaring during nonroutine events (maintenance, equipment failures, and shutdown scenarios). Unplanned
nonroutine flaring would occur at a rate of 33 e³m³/d with an SO₂ discharge rate of 530 g/s over a 15-minute period. The project specific request is for a temporary three-week flaring event planned for September 2026. This planned nonroutine event would occur at a rate of 36 e³m³/d with an SO₂ discharge rate of 172 g/s over approximately a 21-25-day period.

The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
