Application for a Permit Under The Provisions of the Environmental Management Act

I, Mr. Dan Stoffman, Director, Facilities & Integration, for Petronas Energy Canada Ltd., (#1600, 215, 2nd St SW, Calgary, AB, T2P 1M4), intend to submit this new permit application to the Environmental Stewardship Group, at the British Columbia Energy Regulator to authorize the discharge of the air emissions from a new compressor station. The sources of air emissions are:

• Four Caterpillar G3612 TALE Compressor Engines (2796-kW each),
• Two Waukesha L7044 GSI S5 Generator Engines (1407-kW each, one back-up),
• Two Glycol Regenerators for dehydration (366.4-kW each),
• One fuel gas line heater (212.5-kW),
• One emergency high pressure flare (with pilot & purge gas),
• One continuous low pressure flare (with pilot and purge gas)
• Other equipment including still column vent tank, flash tanks, condensate tanks, and produced water tanks.

The land upon which the facility is situated and the discharge occurs is c-78-E/94-A-13, located at (surface location NAD 83) Latitude 56° 53′ 56.7421″ North; and Longitude 122° 58′ 16.5628″ West; located within the Beg field, approximately 112.8 km northwest of Fort St. John and 23.8 km northwest of Wonowon (driving distances).

The total volume of gas through-put processed by this facility is 2,832,000 m3/day (32.78 m3/s). This facility is licensed to 99ppm H2S, but all equipment will combust sweet fuel gas (0.0% H2S) during the normal operation. Two electric-driven vapor recovery unit will be added to reduce the emissions during normal operations. The maximum rate of air emissions discharged from this facility will be approximately 16.09 g/s NOx, 54.27 g/s CO, 1.23 g/s PM, 10.94 g/s VOC, and 0.89 g/s SO2 during maintenance and emergency facility blow-down (for approximately 25 minutes each blowdown, 3 times per year). Continuous average daily emissions rates, cumulatively produced from equipment, will be approximately 9.39 g/s NOx, 36.32 g/s CO, 0.71 g/s PM, 4.41 g/s VOC and 0 g/s SO2. The operating period for this facility is 24 hours/day, 7 days/week with one week of shut down for turn around each year.

The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
