ENVIRONMENTAL PROTECTION NOTICE

Application for a Permit Under the Provision of the Environmental Management Act

We/I, Tourmaline Oil Corporation/Thomas Elgie of Suite 2900, 250 6th Ave SW Calgary, Alberta T2P 3H7, intend to submit an application to the Director to authorize the discharge of emissions to atmosphere, from a Hydrocarbon Liquid (C5+) Tank Terminal. The sources of discharge are two (2) Line Heaters, two (2) Electrical Power Generators (Caterpillar 3520C), one (1) Emergency Flare Stack and one (1) Waste Gas Incinerator. Please note that there are also two out of service Electrical Power Generators (a Cummins GTA 8.3L and a Volvo TAD551GE) that are currently on site, but completely disconnected from the any operation.

The land upon which the facility will be situated and the discharge will occur is at NTS d-027-I/094-B-16, located near Highway 97, approximately 30 km SE of Pink Mountain, BC, within the Peace River Regional District.

The maximum routine rate of emissions discharged to atmosphere from this facility will be 7.637 m3/s. The operating period of this facility will be (24 hours/day, 7 days/week). The characteristics of the air emissions are as follows: 1.030 g/s NOx, 0.020 g/s SO2, 2.363 g/s CO, 0.420 g/s VOC, and 0.003 g/s TSP.

The maximum non-routine rate of emissions discharged to atmosphere from this facility will be 12.823 m3/s. The duration of this event will be (5 minutes on an emergency ESD depressurization). The characteristics of the air emissions are as follows: 1.747 g/s NOx, 0.020 g/s SO2, 2.964 g/s CO, 0.459 g/s CO, 0.459 g/s VOC, and 0.008 g/s TSP.

Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Manager, Environmental Protection at 6534 100th Ave., Fort St. John, B.C., V1J 8C5 and/or email at Waste.Management@bc-er.ca. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
