PRRD awards contract to clean Charlie Lake, Rolla and Kelly Lake wastewater lagoons

The Peace River Regional District (PRRD) awarded Lambourne Environmental Ltd. an invitation to tender for cleaning the Charlie Lake, Rolla, and Kelly Lake wastewater lagoons.

DAWSON CREEK, B.C. — The Peace River Regional District (PRRD) awarded Lambourne Environmental Ltd. an invitation to tender for cleaning the Charlie Lake, Rolla, and Kelly Lake wastewater lagoons.

The tender involves de-sludging and de-watering biosolids in the lagoons, with an estimated cost breakdown of $156,004.75 for Charlie Lake, $102,806 for Rolla, and $116,930 for Kelly Lake, at a maximum contract of $375,740.75, excluding taxes and including a 10 per cent contingency.

A presentation from McElhanney Ltd. in November 2023 showed updates and repairs were required at Charlie Lake’s sewer system.

According to a report to the board, McElhanney developed the Capital Infrastructure Plan (CIP) in 2023 for the Charlie Lake Sewer including the sewer collection system, trucked waste system, and sewer treatment facility.

The CIP showed that the lagoons at Charlie Lake needed more maintenance. Staff also identified requirements at the Rolla and Kelly Lake lagoons.

The tender Invitation was issued in February and closed March 21, 2024.

Lambourne Environmental Ltd. was the only bid and recommended by staff based on a high criteria score including the budget, methodology, experience/qualifications, and warranty. 

The cleaning process is “tentatively scheduled” to start in August 2024 and will be completed by September of the same year.
