The City says half of the parking lot budget is already spent, and work hasn’t even begun on the South lot yet.

The City has just over $1.3 million left for the lot. In 2007, an estimation for the Enerplex Parking lot was done by Field, Field & Field. The company projected that the total cost would be around $3.6 million, which would provide 454 parking stalls and associated site works.

So, the city allocated that money for the construction. But, Director of Facilities & Protective Services Jim Rogers says the Joint Venture Group has used half of that for on-site preparation, and the City will try to get credits back.

Rogers says the estimate done in 2007 was too optimistic, and doesn’t reflect the prices that the city has been quoted.

In August, the city refused the lone bid submitted for construction of the south Enerplex parking lot. The city cited the bid as exceeding the anticipated cost by $800,000.

On Monday, Councilors agreed to award Interoute Construction for the South Side Surface Works and Drainage. The total cost is just over $2 million. So now, the city has to make up for the $766,000 shortfall in the 2010 budget deliberations. The new parking lot will now have only 320 parking stalls.

Even after that is done, there’s still the issue of funding the paving of the parking lot.

In the meantime, the City is asking the public to access the Enerplex by the back of the building. The City will set up a temporary parking lot near the Business Resource Centre.

The soft opening for the Enerplex will be on Wednesday, September 16th.
